Is time based coding allowed?

There is a detailed HPI (which may contain some elements of ROS) and PFSH. There is NO exam. The ROS is either part of the HPI or is not documented. Time spent is documented but does not specify 50% of the time spent was counseling.

Time based coding for the E&M can only be used if they specify that it was spent counseling and what they counseled, in this case time based coding would not be appropriate.:)
