Wiki Time based E/M for Wound Care

My Podiatrist is wanting to do time based billing on his Wound Care patients. These patients are mostly seen by nursing staff because they are just dressing changes. I have explained that you can not count the time spent by ancillary staff but he is not listening. Also, I was under the impression that wound care is not billable unless they are doing a significant amount of work/decision making or doing procedures. Does anyone know where I can find literature on this so I can present it to him at our meeting next week? Thanks in advance!
 
It's been made very clear that only doctor time is allowed for determining the E/M code billed. Show your doctor the section in the Guidelines at the front of the E/M section of the CPT code book which discusses this.
