It is my understanding that when a CPT code descriptor has a time component, in order to use that CPT, you must meet the time requirements. Is that correct?

example: G0447 Face-to-face behavioral counseling for obesity, 15 minutes
 
Yes, you must meet or exceed that time. Total time is okay--it doesn't need to say something like "I spent 10 am to 10:20 am on obesity counseling." Documentation should also summarize the discussion.
