Wiki Time range used in support of a code

HI,
May I get some opinions on whether your facility accepts time ranges to support a code? My specific scenario is that the documentation states time of 23-37 minutes for code 97535. I know that the time on the code is each 15 minutes. They are billing a unit of one but my issue is that I am told to accept the time range because if I don't my payer will overturn me on appeal. Thanks.
