Wiki Timeframe for History Of/Late Effects codes

Does anyone know if there is a written rule as to the timeframe that applies to coding something as a history of or a late effect of? My coding department is basically coming up with their own timeline. Cancer is current for 5 years before being considered a history, a stroke 3 years. I disagree. We are a radiology provider and maybe this does apply in this setting. My experience is more in Medicare auditing and without evidence of current disease we would consider the diagnosis a history. We also only coded a true stroke in a hospital or ER setting. I need to provide instruction to my team on this and any documented support would be helpful. Thank you!
