Wiki TKA one year post op visit

I'm posting this for a friend: Patient comes to doctor one year after TKA. There are no issues (clicking or locking), X-rays shows implants are in place. No signs of infection. Patient is told no issues and come back in a year. 99212 or 99213?

Problem - probably 3 assuming chronic stable. Could have been an acute resolved injury for 2.
Data - none - level 2
Risk - xray, follow up next year - level 2.

Thank you for your reply. As you can tell this was just meant as proof for this coders management who thinks it's a 99213.
