I have an Ortho Encounter for a Toddler's Fracture (the patient is 3). I am questioning whether to use the distal tibia (823.80)? Anyone have suggestions?

I am confused by this Dx because this was the result of the x-rays....

Three views of the right ankle comment 3 views of the right foot, and two views of the right tibia and fibula are without comparison. No abnormality is apparent.
