Triage refers patient to clinic for office visit

If a patient goes to the Emergency Room and is seen by the Triage Nurse, she sends the patient to the clinic for an office visit. Can both Triage and Physician bill?
 
Triage would be the facility billing and yes depending on the facility criteria they can bill an encounter. If the clinic is a facility clinic then the facility can also charge a clinic encounter and the physician can charge a physician encounter with POS 22. If the clinic is not part of the facility but is the physician office, the yes the physician can charge the physician visit with a POS 11.
