Would physical deconditioning/weakness due to COVID19 (not an active infection) qualify as a sequelae for using U09.9? If so, what code would I use to describe such condition?

Generally, if the provider documents there is a link between X and Y, that's good enough. So if the provider says the patient's problem is a result of a resolved case of COVID, you can use U09.9. The first code would be the symptoms or problems (there is a Code First note), followed by U09.9.
 
Can someone offer a bit of clarity. It seems 'Post-Covid Condition (U09.9) is the same as Long-Haul Covid (U09.9) in coding respects. There are not two distinct diagnoses. My questions is this...if a patient previously tested positive but now tests negative, and has symptoms of Covid lingering (cough) at say 3 weeks, it is too early to indicate a long-haul dx so how do we code this? Do we code symptoms with Z86.16 for Personal History of Covid? Or do we code the symptoms followed by U09.9 for Post-Covid even though it is too early to say long-haul?
