use of history diagnosis

Is it ever proper to use a history of diagnosis as primary? If not how would you conisder using one?
 
Yes, you can use history of codes as primary. For example, history of breast cancer V10.3. For cancer history the patient must no longer be receiving any kind of treatement for that cancer.
