If a provider uses an interpreter, would you give the provider "points" for "obtaining history from someone else" when determining the level of medical decision making? If yes, do you know of a written source which states this?

No. He gets no financial incentive whatsoever, from using an interpreter. (Can't bill for it, and cant inflate his E/M for it). That credit is actually reserved for obtaining history from another person, with relevant, independent knowledge about the patient's history (like a family member, or another provider), which the patient hasn't already provided. Technically, when using the interpreter, the provider is still obtaining the history from the patient - there's just another person translating it, for them. Hope that helps! ;)
