Can a primary V code such as V714 be coded before a chronic condition, such as hypertension, which has been listed by the doctor in the diagnosis. The patient comes into the ER after an car accident with no injuries, but the doctor also list the hypertension in the diagnosis.

I thought only other V and E codes could be sequenced after a V code. What is the rule for this type of scenario.
