Wiki V20.31 for newborn hospital

I read somewhere (and I can't remember where) that for newborn hospital codes 99462 and 99238 that you can use V20.31 for the diagnosis rather than the V3xxx. Is this correct or did I dream it somewhere?

According to encoder, V20.31 and V20.32 are "not acceptable principal diagnoses for inpatient services." They may be used as a secondary dx for inpt services.
 
I first saw that in the coding for peds aapc study guide for the exam. In 2012 ingenix icd9 coding guidelines under use of v30-v39 it states that a code from this series is assigned as a principal dx, and assigned only once at the time of birth. I have been using v20.31 for 99462 and 99238 since october and have only had one denial that i am appealing. Hope that helps. Ljb
