Wiki V28 Hierarchies?

I'm struggling to understand why there are hierarchies at all in V28 if differing categories now have the same weight. For example, if HCC 37 and HCC 38 have the same RAF weight (0.166), why are they in differing HCC categories? Why does 37 trump 38 if they have the same weight?
