VACCINES FOR CHILDREN- Tennessee Medicaid/MCOs

We're having quite a few discussions in our office on the proper way to bill the administration codes for vaccines provided by VFC- do you add the add the SL modifier to the administration code only, do you add it also add to the vaccine code itself, do you just list the administration code on the claim with the SL modifier? Each MCO accepts differently- how are you sending those claims across and/or where do you find your support. Any help/suggestions would be appreciated.
