can anyone who bills for New Jersey medicaid/medicaid HMO advise how you are getting reimbursed for VFC vaccine administration?

I used to bill for a client in a different state, and that state wanted the vaccine administration fee linked to the CPT code of the vaccine itself (even though the vaccine is provided by the state).

I would appreciate any insight on this regarding the state of New Jersey!
