Wiki Vial check for allergy injection

Is a vial check counted as an injection? Vial check is done criteria is met and the injection is given same day; do we bill 95115 or 95117?
Then if vial check is done and criteria not met and the patient returns another day but is still not able to receive injection due to still escalating is billing 99211 appropriate?
