Question Well Woman Visit

Would it be appropriate to bill an annual (993XX) and E/M (992X4) when patient presents for well woman exam and has complaint of vaginal dryness in which estrogen is initiated/prescribed or because this is a gyn-related complaint it would be considered included in the well woman visit 993XX? Thank you
