what modifier can be used?

A patient was in our office for a suture removal and a flu shot. We didn't put the sutures in so we charge a nurse visit 99211 and then the flu shot with administration. Our system doesn't allow a 59 or 25 modifier to drop the charge.
Anyone know what modifier I can use? Thanks!
