Who can record HPI according to 2021 guidelines?

It used to be only the provider could gather and document HPI. (MD, APRN, PA)
Has this changed with new and changing E&M guidelines with less emphasis on History and Exam sections?
Is there documentation explaining this somewhere according to new 2021 guidelines?
