Wiki Who discharges Patient? Need Help??

If Dr. A, a surgeon, asks Dr. B for a consult and then a few days later Dr. B examines patient for discharge and discharges patient--- Does Dr. B get to report the discharge code? All of Dr. A's visits are under the global umbrella.

What specialty is Dr. B? What was the reason for the consult?

I would think that the physician who dictates the discharge would get credit. So if Dr. B did the discharge orders/dictation and he is not a surgeon, then it would not be in global for him/her.
