xanax/fentanyl combo billing for conscious sedation?

Due to the unavailability of Versed, our ASC is using a Fentanyl/xanax combo instead. Do I use J3490 for the Xanax? Does this combo qualify as conscious sedation? I am in uncharted territory here, any help would be appreciated.
