If a patient is re-admitted due to complications at home, is it appropriate to code the initial inpatient encounter with 99231-99233? Or should the first encounter following a re-admit be coded 99221-99223 or 99251-99255.

You treat each admission as a new encounter, so the first encounter should be coded with 99221-99223.
