Patient admitted to hospital procedure @ outpatient facility

Would you bill "place of service" as inpatient hospital (21) or outpatient facility (22) for the following scenario:
Doctor was consulted for a patient admitted to the hospital. The decision was made to perform a pain management procedure. The patient was then taken to the Pain Clinic at the hospital which is normally considered an outpatient facility.

Please advise - thank you.

The POS is where the patient is registered as opposed to where the service rakes place. If the patient is registered as an inpt, then 21 is the POS for services rendered regardless of where they take place.
