If the provider ordered the service, then yes, 99211.

In our primary care clinics, patients that come in for BP check only (with no additional management) it is not considered billable.

Why wouldn't you bill the 99211?

You wouldn't bill it if the provider didn't order it. Otherwise, you would.

Agree with 99211, so long as you document actual evaluation and management. It can't just be vitals and that's it.
