Wiki keloid scar excision with csection

physician is billing a csection (59514) and cpt code 11900. can someone please tell me there input on the paragraph and tell me if it supports the cpt code 11900

An elliptical incision was made around her previous keloid scar. It was elevated with alice clamps and undermined with the bovie. The incision carried through to the underlying layer of fascia with the bovie. The fascia was incised in the midline and the incision extended laterally with the Bovie. The superior aspect of the fascia was grasped with the kocher clamps, elevated, and the underlying rectus muscle dissected off with the scalpel. In a similar fashion, the inferior aspect of the incision was grasped with the kocher clamps, elevated, and the underlying rectus and pyramidalis muscles were dissected off with the Bovie. Hemostasis was achieved with the bovie. The rectus muscle was separated in the midline down to the level of the pubic symphysis by elevating it with alice clamps and dividing it with the scalpel. Pre-peritoneal fatty tissue was bluntly dissected to expose the peritoneum. The peritoneum was entered bluntly and the peritoneal incision extended superiorly and inferiorly to the bladder reflection. Intraabdominal survey revealed the findings as above.

Patient states that this supports the cpt code 11900.

CPT 11900 represents "Injection, intralesional; up to and including 7 lesions". This procedure is NOT supported in the above paragraph. I believe excision of a keloid scar...I'm assuming from a past c-section, would be included in the performance of the current c-section (ie. 59514).
