If a SUDP orders urine drug test to detect prescription drug and illegal substances for the purpose of assessment and treatment. Can this SUDP bill G0481? I thought only the person who performs the testing can bill it such as labs.

Correct - the provider ordering a lab test doesn't bill it. The provider performing the test bills it.
