Medicaid: To bill the patient or not?

If a patient has a managed care plan ( like Molina Medicaid) and the Medicaid plan denies because the provider is "Out of network", can you bill the patient?
 
if you do not participate, you tell the patient and if they still want to be seen, you write up a Good Faith Estimate and have them sign it. Tell them to bring payment at the time of service and do not file to insurance at all. i was told as long as we notified the patient and they signed we could bill them.
Agreed but once you file it with Medicaid you have to follow the contract guidelines as to if you can then bill the patient.
