I think the code you are looking for is Z71.6-Tobacco abuse counseling.
F71.6 as a code does not exist in ICD-10-CM, and F71 is for a DX of Moderate intellectual disabilities (IQ level 35-40 to 50-55).

The F code for the associated type of tobacco use is acceptable as well, my reply was to point out that the OP probably was looking for Z71.6 rather than the nonexistent code of F71.6.
