How to Bill Auto Accident Visits to Auto Insurance

We are a pain management office and are now seeing a few auto accident patients. How should an office bill for the provider services for the auto accident visits with regards to E/M codes? Do you bill standard office fees or a % of Medicare allowable? We appreciate feedback concerning this question.
 
Your charges should always be the same regardless of the form of payment, Medicare, Commercial Insurance, self-pay. My office does not get involved in auto accidents, the patient can be self pay or we can submit to their health insurance and the health insurance can subrogate with the auto insurance.

we charge as a new patient 99203. You will need to submit an EMC cert and medical records with each claim
