After the provider aspirated the cyst, he injected it's with Kenalog. The only "aspiration AND injection code for a cyst, that I can see, is for a ganglion cyst (20612). If the cyst being injected is NOT a ganglion cyst, can the injection of the steroid be billed in addition to 10160?
 
No, an injection of a drug at the surgical site is incidental to the main procedure and shouldn't be separately reported. You can only bill an injection if it's unrelated to the procedure. The reason for the wording you see in code 20612 is because that same code is used to report both injections and/or aspirations.

Thank you, so if the injection of the medication was into a cyst that was not drained and had no other procedure performed on it, what code would be billed for the injection of the steroid into a cyst?

Injections into lesions (when not a component of another procedure) are reported with CPT codes 11900-11901.
