Can I bill for skeletal traction CPT 20650 one day prior to surgery? There is planned surgery next day.

Yes, I'm not aware any restrictions on this. Since 20650 has a 10-day global period, your surgery the next day would need a 58 modifier, as a staged procedure planned in advance, if performed by the same surgeon.
