when coding 99232 and 99238 on same DOS same provider would the 25 mod go on the 99232

You cannot bill these two codes together on the same DOS. Any given provider may only bill one problem-oriented E&M code on a given date. The work of 99232 is inclusive in 99238 and cannot be bypassed with a modifier.
