Is there any information for the rationale behind coding E/M code instead of fracture care code for closed treatment of ONLY anterior pelvic ring fracture ?

Attending provided closed treatment care, was curious about the guidelines indicating if the fracture is anterior only to code E/M, but i cant find out why that is
