can these codes be billed with a mod-59? Procedures were done to the same surgical location
 
No, I don't believe this can be done. I did some reasearch and this is what McKesson told me.

Certain procedures are commonly performed in conjunction with other procedures as a component of the overall service provided. An incidental procedure is one that is performed at the same time as a more complex primary procedure and is clinically integral to the successful outcome of the primary procedure.

During the performance of a calcaneal osteotomy, should excision of bone from the talus or calcaneus be deemed medically necessary or advantageous, then that excision is considered integral to the successful performance of the primary procedure, and separate reimbursement is not warranted.
