Can I bill a 31505 with an E&M?

Reason for visit?

If the reason for the visit was to have the scope, NO.

If the reason for the visit was for whatever problem and the physician decided a diagnostic laryngoscopy was necessary to diagnosis the problem, then yes. Some payers will want a -25 modifier on the E/M.
