36140 for Abondoned Radial Approach for LHC?

Good morning! My coders would like to bill 36140 along with the heart cath code(s) when the physician attempts a radial access but has to abandon as the wire won't pass and changes the approach to femoral access. Is it permissible to bill these codes together? If not, are you able to point me to documentation stating this? There is usually no documentation stating "why" the wire wouldn't pass, just that it wouldn't.
