we are billing a 99213 with 96372 and the injection. The insurance is paying the 96372 but denying the 99213 as conent. Would the 59 modifier work?
 
No, you wouldn't put a -59 on the office visit. If the documentation supports it you would use a -25 modifier to show it is a separate and billable service.
