Wiki 61782 with 30520? and not billing 41599

I came across an account where one of my offices billed 30520 and 61782, there is not a CCI but I question the need for use of 61782 navigation on a septoplasty....I asked if they get paid on the 61782 and was told on some case. I feel this not right......thoughts please

then I coded a repair tongue laceration, and 41599 for cautery of lingual artery and was told no that it is included in the repair, I think separate location, separate procedure. But it was not billed at manager discretion.
 
61782 should not be billed with 30520
But there may be instances when the otolaryngologist is performing the approach to a skull surgery for the neurosurgery and then 61782 would be performed. Surgeons often indicate that a 30520 is performed, but in reality a 30520 is not billed, but the cosurgery with the neurosurgeon is coded such as a neuroendoscopy for excision of a pituitary adenoma, Both surgeons code the same code, ie: 62165 with a 62 modifier.

Thank you , i can not get this biller to stop billing this with a legitimate septo only, no other procedures that would warrant 61782. I have never seen this before and was quite surprised to see them billed together
