Wiki 74022 and 71010 seperate session, same DOS, different RAD's

If 74022 and 71010 are done on the same DOS, by different RAD's, and different sessions is a modifier -59 required. I thought CCI bundles 74022 and 71010 when performed on the same DOS by the same RAD. Therefore; the modifier -59 would only be necessary and appropriate if the same doctor had medical necessity to perform an additional 71010 on the same DOS, different session; do you all agree or disagree
