Wiki 76000 with 62321

I believe I know the answer to this question, but I keep second guessing myself.

We recently started billing for a Pain Management Dr. She insists that we can bill CPT code 76000 with CPT code 62321. How can I explain this to her?
 
Show her the descriptions of 62320 and 62321. It's not hard to see the difference as long as you understand the indenting of the 2nd code means everything in the first code is included.
 
76000 has a column two edit with 62321 and is designated as a separate procedure. 77003 would be more appropriate for spinal injections but in this instance it is included.
