Wiki 88305 vs 88307 for bone biopsy

Hello, I work for a pathology lab. And the referring provider sent a bone biopsy to our lab indicating degenerative joint disease and hammertoe.

The pathologist wants to code 88305?
Is he down coding? or does this qualify for an 88307 bc it is a bone biopsy?

The pathologist also stated that for bone biopsies 88307 can only be coded if the referring physician is looking for tumor, and osteomyelitis. Need clarification please
