Wiki 90460 Medically Unlikely Edit

Due to the Medically Unlikely edit, Medicaid is only paying six 90460's. We often have kids that will need more than that to get caught up on their vaccines. Even after appealing and providing proof that more than six were done they are still denying. Any suggestions?
