We had a discussion on whether an organization/facility can use both 95 & 97 guidelines or do you choose one and need to stay with that choice?

you say organization/facility.. are you coding facility or physician? the 95/97 guidelines are for the physician, facilities do not use those guidelines at all.
 
Unless your compliance program and/or MAC says otherwise, you can use whichever guideline benefits the provider most, whichever one gives you the higher level.
