Wiki 96101 without a report

I have a provider that did psych testing for a patient. The testing was to be over a series of days. At some point through the schedule, the patient's parents decided they wanted to stop the testing. Can the psych provider bill for those hours that were completed? She never finished the testing and therefore was not able to complete a report. Is this billable?
