96372 and 96361

Can 96372 should be considered an initial code when a sq or im injection is given on the same day as hydration, using code 96361?
 
96372 does not have an initial versus subsequent designation, so it should not be considered the primary code for add on CPT code +96361.

The parenthetical note in CPT identifies the possible primary code(s):

"(Report 96361 to identify hydration if provided as a secondary or subsequent service after a different initial service [96360, 96365, 96374, 96409, 96413] is administered through the same IV access)"
