Wiki 96900/96910 difference

96910 states that if the PATIENT applies the pretreatment prior to light box you should use 96900. What if the patient is applying the pretreatment but we are supplying the tar or vasoline at the office before the light treatment for him to use? Is that still 96900?
 
AAD has an article regarding this and states that if staff/MD offers to apply the topical but the patient declines and chooses to apply themselves in the office you can still bill 96910 for time spent supervising the patient application. I have attached the article
