Wiki 98960 not covered by medicare for a PA..suggestions

i can not seem to get 98960 paid through medicare when a P.A performs the counseling.
Any suggestions, what other code i could use? Im new at this but i though maybe 99211 can be used.

any suggestions would be appreciated
