There is no NCCI edit between these codes so it should not be required for Medicare or payers that follow those guidelines. Some commercial payers may have different rules, however.

Of course, the code (and modifier, if used) must be supported in documentation showing a separate service - 99211 can't simply be added because the patient saw the nurse or staff member who performed the blood collection.
