If patient is on ventilator and doctor is asked to consult for foley placement does that justify 99223?

Hi there, it is impossible to say based on this information. If you can provide the documentation with the patient and provider's names removed that would help. But the fact that the patient is on a ventilator would not automatically make every consult a level 3.
